www/tt-rss: Add LOCAL copy of distfiles to MASTER_SITES
It sometimes fails to fetch from upstream because the upstream GitLab is
behind Cloudflare, and they reject accesses that is suspected to be from
a bot because of Cloudflare Turnstile [1].
