lang/php83: Update version 8.3.0RC6=>8.3.0

- Switch to system pcre
- Switch to libenchant-2 for enchant extension
- Switch to panda-cclient for imap extension and remove cclient OPTION
  as this has been marked DEPRECATED
- Remove option for mysqli as mysqli no longer supports external mysql
- Switch to libedit for readline extension
