"/usr/local/lib/netscape/LICENSE" for the licensing terms.

You could build the port as
 % make [ NAVIGATOR=yes ] [ ENGLISH=yes ]
and could install as
 % make [ NAVIGATOR=yes ] [ ENGLISH=yes ] install

options:
 NAVIGATOR	build the browser ``Navigator-4.04''
 ENGLISH	use English messages and menues
