Explicitly set the LATEST_LINK -- right now this port and tk82 are
fighting it out to see who gets the tk.tgz -> ../All/tk-8.*.tgz link.
Today tk82 won. :-( I hope the tk port maintainers will think thru this
problem and its interaction with the tcl ports.
