Update portupgrade to 1.31 and portversion to 1.7.
* Fix the Makefile/PKGNAME error detection.

* Implement -y/--yield which yields root priledges where needed.
* Implement -Y/--yield-command which specifies the command to yield
root priledges. (default: sudo)
